我們?cè)瓉碓O(shè)計(jì)的論文截止日期，初衷是趕在2023年兩會(huì)前，為換屆國(guó)務(wù)院政府提供新政建議。

背景Background
黨的二十大為我國(guó)全面建設(shè)社會(huì)主義現(xiàn)代國(guó)家提供了科學(xué)指南。報(bào)告中對(duì)現(xiàn)代化產(chǎn)業(yè)體系做出了新部署，指出現(xiàn)代化產(chǎn)業(yè)體系是中國(guó)式現(xiàn)代化的重要支撐。產(chǎn)業(yè)強(qiáng)則經(jīng)濟(jì)強(qiáng)，只有現(xiàn)代產(chǎn)業(yè)體系壯大了、協(xié)調(diào)了，現(xiàn)代化經(jīng)濟(jì)體系才有堅(jiān)實(shí)的基礎(chǔ)。

With regard to the construction of a modern industrial system,the report of the 20th National Congress of the Communist Party of China pointed out that"we should stick to the focus of economic development on the real economy,promote new industrialization,and accelerate the construction of a manufacturing power,a quality power,a space power,a transportation power,a network power,and a digital China."The Think Tank industrial system is consistent with the requirements of the 20th National Congress of the Communist Party of China on the construction of a modern industrial system.Think tank industry is defined as a high-end industrial cluster of primary,secondary and tertiary industries.It is a centralized embodiment of the full intelligent industrial chain generated by integrating the intellectual knowledge resources of high-end talents.The think tank industry cluster demonstration area is a key hub to achieve cross regional cooperation,solve the problem of unbalanced and insufficient regional development,and create a new pattern of system dynamic balance under the"new national system",which is conducive to promoting the construction of a unified market across the country and achieving reasonable and efficient agglomeration of factors.

會(huì)議主辦方將為會(huì)議接受論文的宣讀人（1名/篇）和評(píng)論人（1名/篇）提供不超過3天的酒店住宿。
Authors are welcome to submit full papers(PDF format only)by January 27,2023:Submitted papers will be judged by an adjudication committee,which plans to notify authors by April 15,2023.

《國(guó)家智庫》專輯稿件要求
1.圍繞某一重要領(lǐng)域或重要問題長(zhǎng)期跟蹤調(diào)查，持續(xù)進(jìn)行研究，積累較為深厚，并已經(jīng)取得有分量、有深度的決策咨詢報(bào)告。
2.選題要有科學(xué)性、針對(duì)性、前瞻性、戰(zhàn)略性、實(shí)踐性，真正能夠反映國(guó)計(jì)民生的緊迫問題、潛在問題和社會(huì)熱點(diǎn)問題，以及理論難點(diǎn)問題，分析政策現(xiàn)狀、探索解決方法和途徑，必須有案例、實(shí)證、調(diào)研、數(shù)據(jù)分析，或者有國(guó)外經(jīng)驗(yàn)剖析，這些內(nèi)容不少于文章字?jǐn)?shù)的1/4，對(duì)策建議不少于1000字。
3.內(nèi)容要觀點(diǎn)明確，邏輯縝密，結(jié)構(gòu)合理，文風(fēng)樸實(shí)，語言精煉，要體現(xiàn)出較高的實(shí)踐價(jià)值和理論含量。分析問題要充分運(yùn)用新數(shù)據(jù)、新案例：所提建議要?jiǎng)?wù)實(shí)管用、科學(xué)可行，注重建設(shè)性，富有啟發(fā)性，既要提出解決問題的思路措施，也要講清其中蘊(yùn)含的價(jià)值理念。
4.稿件必須是原創(chuàng)、首發(fā)，即未在任何公開出版物或者網(wǎng)站上發(fā)表過。需符合學(xué)術(shù)論文標(biāo)準(zhǔn)格式。研究成果不得違背學(xué)術(shù)道德，文責(zé)由課題作者負(fù)責(zé)，請(qǐng)勿一稿多投。文稿一律不退，請(qǐng)投稿者自留底稿。字?jǐn)?shù)在5000-10000字左右。
5.對(duì)于選題意義重大、出版后產(chǎn)生重要影響、需深入研究的報(bào)告，將直接立項(xiàng)加深研究。

我們將針對(duì)各個(gè)領(lǐng)域相對(duì)較有參考價(jià)值的咨政建議、調(diào)研報(bào)告，提煉一個(gè)濃縮的建議集別，并登記預(yù)留建議提出者目錄，一方面作為中央有關(guān)部委呈報(bào)，另一方面可采用調(diào)研、座談深入研究。

《國(guó)家智庫》（英文名稱：NATIONAL THINK TANK）、《中國(guó)智庫》（英文名稱：CHINA THINK TANK）于2009年創(chuàng)刊，由中國(guó)知名智庫機(jī)構(gòu)——東中西部區(qū)域發(fā)展和改革研究院主辦，中共中央機(jī)關(guān)刊求是雜志社主管的中央級(jí)出版社——紅旗出版社出版，定期向全國(guó)各新華書店、機(jī)場(chǎng)等場(chǎng)所公開發(fā)行。

選題主旨
《國(guó)家智庫》所修煉的是“外功”，即從“國(guó)家”的高度去設(shè)置話題，看待問題。站的角度是國(guó)家戰(zhàn)略的宏觀層面，關(guān)注的著眼點(diǎn)在于對(duì)國(guó)家形象力的展示和對(duì)國(guó)家戰(zhàn)略層面的問題建設(shè)，研究的焦點(diǎn)在于大國(guó)關(guān)系。
《國(guó)家智庫》設(shè)有大國(guó)關(guān)系、智者論道、產(chǎn)經(jīng)透視、公共民生和軟實(shí)力等五大版塊。
《中國(guó)智庫》鍛造的是“內(nèi)功”，關(guān)注的問題、思考的問題和所要解決的問題均在“內(nèi)部”，瞄準(zhǔn)的是中國(guó)的現(xiàn)實(shí)之困。旨在為解決中國(guó)內(nèi)部問題而尋求一種有效的思考與解決問題的路徑。其呈現(xiàn)出來的研究成果集中融合了當(dāng)今中國(guó)自然科學(xué)、社會(huì)科學(xué)、工程技術(shù)科學(xué)和政策法規(guī)等領(lǐng)域的最新研究方法與思路。
